V. All-Staff Safety Responsibility System

 

(1) Management-Level Safety Responsibilities

• Establish, improve, and implement the all-staff work safety responsibility system; promote the standardization of work safety.

• Organize the formulation and implementation of work safety rules, regulations, operating procedures, and training plans.

• Ensure effective allocation of work safety investments; implement risk classification control and hidden hazard investigation and management.

• Organize the formulation and implementation of emergency response plans for work safety accidents; report accidents promptly and truthfully.

• Assume overall responsibility for hazardous chemical safety; standardize the management of procurement and sales qualifications; refrain from trading in hazardous chemicals prohibited by the state.

• Ensure that hazardous chemical sales are accompanied by Safety Data Sheets (SDS) and safety labels; do not sell hazardous chemicals to units or individuals without proper qualifications.

(2) Safety Management and Operational Role Responsibilities

• Organize or participate in drafting hazardous chemical safety systems, procedures, and emergency response plans; conduct safety training and maintain accurate records.

• Conduct hazard identification and risk assessment; supervise the implementation of major hazard source controls; organize emergency response drills.

• Investigate safety hazards, propose improvements, stop violations of command and operation, and supervise corrective actions.

• Manage firefighting equipment; participate in accident investigation and analysis, report as required, and develop preventive measures.
