The "Guiding Opinions" pointed out that the current safety status of hazardous chemical companies in Yunnan Province is not optimistic. Most companies were built and put into operation before 2000, and there are problems such as unreasonable general layout, insufficient internal and external safety protection distance, and backward process technology and control levels. In order to improve the intrinsic safety level of hazardous chemical enterprises in the province, standardize the layout of enterprises, further reduce the risk of accidents, and reduce casualties, in accordance with the "Three-year Action Plan for Special Remediation of Work Safety in Yunnan Province", it was decided to develop hazardous chemicals throughout the province. The administrative office area, logistics support area, centralized control area and production operation area of product production and storage enterprises shall implement technology separation and rectification.
The "Guiding Opinions" clarify: Administrative office area refers to the administrative office buildings, conference halls, garages, parking lots and other office areas independently set up by enterprises (including subsidiaries and workshops) for production scheduling and operation management. Logistic support area refers to the area of life service facilities such as canteens, bathrooms, first aid stations, and shift dormitories. Centralized control area (central control room) refers to a comprehensive building or site with functions such as plant-wide production operations, process control, safety protection, instrument maintenance, and production information management. The production operation area refers to the area where the production facilities or devices are centrally arranged to complete the production process. It consists of production facilities or devices, auxiliary production facilities, public engineering facilities, storage facilities, transportation facilities, loading and unloading facilities, etc. The administrative office area, logistics support area, and centralized control area shall not be set up in the production operation area, and the production operation area shall be separated from the other three areas and have clear boundaries. The administrative office area, logistics support area, and centralized control area should be located on the upwind side of the dominant frequency wind direction throughout the production operation area.
The "Guiding Opinions" emphasize that companies should adopt appropriate safety evaluation methods to determine the external safety protection distance of hazardous chemical production installations and storage facilities. If the centralized control area is set within the safety protection distance, the anti-explosion design and construction shall be carried out in accordance with the "Petrochemical Control Room Anti-explosion Design Specification", and the intelligent two-door management system shall be implemented; the administrative office area shall meet the external safety protection distance requirements; The safeguard area shall meet the requirements of sanitary protection distance. When an enterprise implements the four-zone separation rectification, it shall simultaneously implement the transformation and upgrading of the automation control and safety instrumentation system in accordance with relevant requirements.
The "Guiding Opinions" stipulate that firstly, new hazardous chemical production and storage projects must enter the chemical park. In addition to meeting the requirements of relevant regulations and standards, the general layout must be designed in accordance with the requirements of the separation of four zones, otherwise the safety facilities will not be allowed. Design review. The second is the production and storage enterprises of hazardous chemicals that have been built and put into production. The control rooms of production devices involving highly toxic gases and explosive chemicals shall not be arranged in the device area. Those that have been completed and put into use must be completed by the end of 2021 Rectification. In principle, the control room of production equipment involving Class A and B fire hazards shall not be arranged in the installation area; if it is really necessary to arrange it, it shall be designed, constructed and reinforced by the end of 2021 in accordance with the "Code for Anti-explosion Design of Petrochemical Control Room" , And there should be no more than 2 people on duty in the on-site control room. The "Guiding Opinions" require that the province's hazardous chemical production and storage enterprises involving "two priorities and one major" should implement the separation of four areas after safety assessment or risk assessment, and formulate remediation plans in accordance with the requirements of this "guidance" It shall be approved by the main person in charge and reported to the emergency management bureaus at the county and state (city) levels to organize the implementation. Relevant design and safety evaluation units shall, when carrying out design and safety evaluation, follow this "Guiding Opinions", combined with the actual situation of the specific enterprise, and regard the separation of four areas as an important content of the design and evaluation. Each state and municipal emergency management bureau shall strengthen supervision and guidance on the implementation of the four-zone separation and rectification work for relevant enterprises within the jurisdiction in accordance with the "Three-year Action Plan for Special Remediation of Work Safety in Yunnan Province" and this "Guiding Opinions", and clarify the four-zone separation and rectification of enterprises List, supervise and speed up the progress of rectification, and order companies that have not completed rectification by the end of October 2022 to suspend production for rectification.
