The Chengdu Plastic Restriction Order adheres to the principle of multiple co-governance and public participation. The government, enterprises, industry organizations, and the public will jointly participate in the action of plastic restriction and prohibition.
On December 16, the Chengdu Development and Reform Commission and the Chengdu Ecological Environment Bureau jointly issued a notice on the "Chengdu Action Plan for Strengthening Plastic Pollution Control" (hereinafter referred to as the "Plan"). The "Plan" proposed that some plastic products will be banned and restricted in accordance with the principle of "classified implementation and orderly advancement". By the end of 2020, the use of non-degradable plastic bags in shopping malls, supermarkets, pharmacies, bookstores, catering and takeaway services and various exhibition activities in urban built-up areas of the city will be prohibited, and the use of non-degradable plastic bags will be regulated and restricted in the fair market; by 2025 At the end of the year, non-degradable plastic bags were banned in the bazaars in urban built-up areas of the city.

By the end of 2020, the city’s postal industry will strive to achieve 90% of "slim tape" packaging, 70% of e-commerce express mail no longer repackaging, and 90% of recyclable transit bags; by the end of 2025, the city’s postal express outlets will not be allowed to use it. The "Plan" proposes that public institutions take the lead to stop the use of non-degradable disposable plastic products, increase government procurement of environmentally friendly green products and recycled office supplies that meet standards, and reduce the use of disposable gel pens and other plastic office supplies. By the end of 2020, public institutions within the built-up areas of the city will ban the use of non-degradable disposable plastic products; by the end of 2022, the scope of implementation will be expanded to all public institutions in the city.
In emerging fields such as e-commerce, express delivery, and food delivery, Chengdu will carry out enterprise green management evaluation and product packaging suitability classification evaluation, and adopt differentiated management measures. Chengdu will also implement a corporate legal person’s commitment to trustworthiness and punishment system for dishonesty, and record violations of production, sales, and use of plastic products in the dishonest record.
