In many regions, more environmentally-friendly water-based paints have been implemented through the formulation of local standards. Recently, the Guye District Bureau of the Tangshan Ecological and Environmental Bureau of Hebei Province has issued an important notice that clarifies the deadline for the use of water-based paints and has synchronized the basis for punishment. This will effectively promote the rapid development of water-based environmental protection coatings in China.

In order to reduce the impact of the emission of volatile organic compounds on the quality of the atmospheric environment, in accordance with the relevant requirements of the "Tangshan City Eco-Environmental Bureau's Notice on the Promotion of Alternative Use of Paints (Paints) with Low VOC Content in Key Industries" To promote the replacement of paints (coatings) with low VOC content by industry, it is required to complete the replacement of all paints (coatings) with low VOC content such as water-based paints (coatings) in the surface coating industry by the end of June 2020. And save the low volatile organic content paint (paint) to buy, use the relevant ledger and bills.
The standards for paints (coatings) with low volatile organic content refer to "Technical Requirements for Paint Products with Low Volatile Organic Compounds (GB / T38597-2020)" (Waterborne paints, wood paints, paints, and paints. VOC content should be ≤220 (g / L) The VOC content of varnish should be ≤270 (g / L); the VOC content of anticorrosive coatings on metal substrates should be ≤200 (g / L)).
From July 1st, our branch will increase inspection efforts, and the behavior of not using paint with low volatile organic content or using environmental pollution control facilities abnormally will be based on Article 100 of the “Law of the People ’s Republic of China on the Prevention and Control of Atmospheric Pollution” Eight penalties.

In violation of the provisions of this Law, if one of the following acts is committed, the department in charge of ecology and environment of the people's government at or above the county level shall order corrections and impose a fine of more than 20,000 yuan but less than 200,000 yuan;
(1) Production and service activities that generate exhaust gas containing volatile organic compounds have not been carried out in confined spaces or equipment, have not installed or used pollution prevention facilities in accordance with regulations, or have not taken measures to reduce exhaust gas emissions;
(2) The industrial coating enterprises have not used low-VOC paints or have not established or kept a ledger;
(3) Petroleum, chemical and other enterprises that produce and use organic solvents have not taken measures to carry out daily maintenance and repairs on pipelines and equipment to reduce material leakage or fail to collect and handle the leaked materials in a timely manner;
(4) Oil and gas storage, oil and gas filling stations, oil tankers, gas tankers, etc., failing to install and normally use oil and gas recovery devices in accordance with relevant national regulations;
(5) Enterprises such as iron and steel, building materials, non-ferrous metals, petroleum, chemical industry, pharmaceuticals, mining, etc., have not taken measures such as centralized collection and processing, confinement, enclosure, covering, cleaning, watering, etc. ;
(6) The flammable gas generated in industrial production, landfill or other activities is not recycled, does not meet the recycling conditions, does not carry out pollution prevention or treatment, or the flammable gas recycling device fails to operate normally, and is not repaired or updated .
