In order to accurately prevent and control the major risks of hazardous chemicals and effectively improve the risk management and control capabilities of fluorine chemical companies across the country, the Ministry of Emergency Management has recently organized the China Chemical Safety Association, China Fluorosilicon Organic Materials Industry Association and relevant experts to conduct interviews with 107 companies in 18 provinces across the country. Fluorochemical companies have carried out expert guidance services, and have identified 5,495 hidden hazards, including 143 major hazards, and ordered 30 companies to suspend production for rectification, promptly eliminating a number of major hazards.
This work is another rectification and improvement measure for safe production in the high-risk subdivision areas of hazardous chemicals following the guidance and services of experts from nitrification, phosgene, organic silicon, and polysilicon enterprises. Through the guidance and service work, we have fully understood the status quo of safety production of fluorine chemical enterprises across the country, and conducted in-depth diagnosis and analysis of outstanding problems such as low degree of automation control, inadequate response safety risk assessment, poor professional quality of employees, and weak safety management foundation. Formed a "one company, one policy" rectification plan; promoted enterprises to implement the main responsibility of safe production, carried out self-inspection and self-reform, promoted strict supervision and law enforcement by local emergency management departments, and promoted the transformation and upgrading of fluorine chemical enterprises and effectively improved the management and control of major risks. Played an active role.
In the next step, the Emergency Management Department will continue to promote the rectification of hidden dangers, do a good job in the rectification of key enterprises’ "one company, one policy", industry common problems and prominent problems in key areas, organize a "look back" at an appropriate time to ensure a closed loop of rectification; promote related safety technologies Compilation of standards and specifications, research and formulate risk prevention and control guidelines for the fluorine chemical industry and technical specifications in sub-fields, and form a long-term mechanism; promote industry technical exchanges and training, organize feedback exchange training sessions, give full play to the role of industry associations, and form normalized training exchanges Mechanisms to promote advanced safety technologies and typical experience of industry companies’ "best practices", further improve the intrinsic safety level of the fluorine chemical industry, resolutely prevent and contain major accidents, and promote the safe development of the industry with high-quality development.
