At about 17:28 that day, during the reinstallation process, the liquid chlorine filling universal joint ruptured and chlorine leakage occurred. A large amount of liquid chlorine leaked from the fracture of the filling universal joint and went to Wuhu Sangqing in the south of the filling area. The staff of Wuhu Sangqing Biological Technology Co., Ltd. recalled that at the time of the incident, they saw smoke in the melting chemical plant area and smelled the smell of disinfectant water, which caused a cough. The company immediately called the police. At about 18:00 that day, the police station in the jurisdiction arrived at the company and cooperated with the company to rush the poisoned persons to the Sixth People's Hospital of Wuhu City. According to reports, the accident resulted in 19 people being hospitalized, including 12 employees from Wuhu Sangqing Biotechnology Co., Ltd. and 7 employees from Wuhu Oasis Environmental Energy Co., Ltd. According to the investigation, Ronghui Chemical is carrying out liquid chlorine filling operations under the condition of severe local thinning of the universal joint (crane tube). The pressure of the filling liquid chlorine exceeds the bearing capacity of the thinned part of the universal joint, resulting in plasticity in the thinned part. Fracture, causing liquid chlorine to leak instantly, causing personnel poisoning. It was determined that the "2020.8.29" liquid chlorine leakage accident of Wuhu Ronghui Chemical Co., Ltd. in Jiujiang District was a general production safety liability accident.
The investigation report issued by the Wuhu Emergency Management Bureau pointed out that the legal representative, general manager and safety director of Wuhu Ronghui Chemical Co., Ltd. were punished to varying degrees for violating the "Safety Production Law of the People's Republic of China."
