One is to define the scope of the object. For civil explosives production and sales enterprises, blasting operation units, and highly toxic chemicals and precursor hazardous chemicals production, operation, storage, and use units, the civil explosives, highly toxic chemicals and precursor hazardous chemicals The security precautions of the storage places are included in the safety evaluation. At the same time, it is clarified that storage warehouses and storage cabinets that store a total of no more than 50 kg of explosive hazardous chemicals can be excluded from the scope of safety assessment.

If the security of dangerous goods storage places is not included, special evaluations can also be made on the security of dangerous goods storage places.
Fourth is the application of strict conclusions. The evaluation conclusion of public security prevention should be a clear conclusion after confirming the completion of the rectification of the enterprise, and no pre-conditions should be set. Specifically, it can be divided into three types: "conformity", "non-conformity" or "not involved". Public security organs strengthen the supervision and inspection of public security prevention in dangerous goods storage places, and timely understand and grasp the public security prevention and safety evaluation conclusions made by the security evaluation agency. For “non-conformance”, it shall be notified in accordance with the law that it cannot be used and the rectification shall be supervised until the rectification is completed and a “conforming” safety evaluation conclusion is obtained.
