In order to fight the battle of ozone prevention and control this summer and effectively curb the high incidence of ozone pollution, the Zhenhai Branch of Ningbo Municipal Ecological Environment Bureau has been actively promoting the wrong peak emission reduction in the petrochemical industry since July. By arranging 37 key ozone precursor emission enterprises to reduce the peak production load by 10%, it is expected to reduce emissions by more than VOCs50 tons and nitrogen oxide by more than 70 tons from July to November.
Multiple efforts to promote the implementation. Zhenhai District Ecological Environment Sub-bureau, together with relevant towns, streets and parks, urged enterprises to formulate the "one enterprise, one policy" off-peak emission reduction plan, and advocated qualified enterprises in key industries such as petrochemical and industrial painting industries to implement wrong-time and off-peak production. Night production for VOCs emission processes, avoid the peak period of high temperature ozone pollution from 10 to 19 hours; strengthen the closed collection of waste gas in VOCs material storage, transportation, use and disposal to ensure all receivables. Law enforcement personnel have been dispatched to help and guide the off-peak production of enterprises. Since July, 652 on-site guidance and 318 enterprises have been solved, solving a number of key and difficult problems, such as the renovation of inefficient facilities and the identification and control of unorganized emissions. We will focus on key areas and achieve effective results. Focusing on large petrochemical enterprises such as Zhenhai Refining and Chemical, Zhongjin Chemical and Zhenli Chemical, the main leaders of the District Ecological environment Sub-bureau led a team to publicize the ozone prevention and control policy, connect the scope of off-peak production, and reduce the emission of ozone precursors. Zhenhai Refining and Chemical Company and its members of Zhenhai base, as well as key enterprises such as CICC Petrochemical Company and Zhenhai Port Port Company, have formulated detailed off-peak emission reduction plans, with the main measures including reducing production load and reducing loading and unloading during high temperature periods in the afternoon. Of the 56 key atmospheric emission units, 37 have reported off-peak production plans, accounting for 66%.
Data analysis and guaranteed reduction amount. The VOCs navigation monitoring vehicle inspection is used to carry out the full-cycle follow-up inspection of the wrong peak emission reduction of key enterprises every day. Using 55 sets of VOCs factory boundary online monitoring and 149 sets of fixed source monitoring systems, the real-time monitoring and analysis of the VOCs emission situation of key enterprises is carried out to ensure the stability of the VOCs emission data and environmental monitoring data during the high temperature. Carry out special research on ozone pollution, integrate meteorological, environmental, production and living factors, conduct in-depth analysis of the ozone monitoring data, composition sources and generation rules of the regional automatic atmospheric monitoring stations, list the petrochemical industry, oil management and other industries as key areas of ozone control, and formulate emergency control plans.
