On June 22, the People's Government of Dingtao District, Heze City issued a notice on the closed management of Dingtao Runxin Chemical Industrial Park:
In order to further strengthen the risk prevention and control of chemical parks, and regulate the orderly entry and exit of vehicles and personnel, in accordance with the “Guiding Opinions on Further Strengthening the Safety Management of Chemical Parks”, “Implementation Opinions on Optimization and Improvement Projects of Shandong Chemical Parks”, and “Shandong Chemicals According to document requirements such as "Park Management Measures (Trial)", it is decided to implement closed management of Dingtao Runxin Chemical Industrial Park (hereinafter referred to as the "Park") from July 7, 2021.
The relevant matters are hereby notified as follows:
1. Closed management area
The built-up area of the park covers an area of 3.86 square kilometers, with G518 National Highway in the south, S328 Provincial Highway in the north, Madian Road in the east, and Dongwaihuan Road (including the East Outer Ring Road) in the west.
2. Closed management requirements
People and vehicles not related to the chemical park are strictly prohibited from entering. According to the approval of the Shandong Provincial Department of Transportation on the adjustment of national and provincial trunk road routes (Lujiao Highway No. [2019] No. 21), the east outer ring to the terminal section of National Road 518 will be adjusted to the west along the Dingtao South outer ring.
Three, bayonet settings and traffic requirements
1. The intersection of East Outer Ring Road and Runxin Road (guard post): Only vehicles and non-motorized vehicles of enterprises and employees in the park can enter and exit.
2. At the intersection of Runxin Road and Enterprising Road (guard post): Only dangerous chemical vehicles and freight vehicles are allowed to enter and exit.
3. The intersection of East Outer Ring Road and Shengli Road (guard post): Only vehicles and non-motor vehicles of enterprises and employees in the park can enter and exit.
4. The intersection of Reform Road and Luhua North Road (guard post): Only dangerous chemical vehicles and freight vehicles can enter.
5. The intersection of Zhuan Road and Luhua North Road (guard post): Only hazardous chemical vehicles and freight vehicles are allowed to exit.
4. Implement classified management of vehicles and personnel entering the park:
1. Enterprise and employee vehicles and common transportation vehicles in the park collect vehicle-related information (vehicle information, driver information, media information, etc.) through the park supervision platform to enter and exit the park through the license plate recognition system.
2. Other temporary vehicles shall be registered and applied by enterprises or individuals, and released after verification by the park supervision platform.
3. Special vehicles such as security, firefighting, ambulance, engineering rescue, etc. shall be released directly after confirmation by the security personnel of the bayonet.
4. Employees of enterprises in the park can enter and exit with their access control cards or ID cards.
5. Set up a dedicated channel for hazardous chemical vehicles
Hazardous chemicals vehicles drive in the designated hazardous chemicals vehicle passages according to designated routes, and other roads are prohibited from passing and parking. Parking must enter the park's dedicated parking lot for hazardous chemicals transportation vehicles.
VI. Penalties for violations
1. Relevant personnel and vehicles are requested to consciously cooperate with the road closure management in the park, abide by the traffic guidelines, choose the roads reasonably, and pay attention to traffic safety.
2. It is strictly forbidden for vehicles to park at will on the roads in the park, and no speeding, over-limiting, or overloading is allowed.
3. Anyone who violates the closed management regulations and disrupts the order of public management shall be dealt with by the public security organs in accordance with the "Public Security Administration Punishment Law of the People's Republic of China", "The Road Traffic Safety Law of the People's Republic of China" and other relevant regulations.
