Shandong is a major chemical province and a major province of hazardous chemicals. There are still 3122 companies that have not entered the park
It is reported that Shandong Province has built 85 chemical parks, as well as 10 specialized chemical parks, with 125 under surveillance.
"The inspection found that only 1,458 of the 4,580 chemical companies in the province have entered the park, and 3,122 have not yet entered the park. What are the reasons for the low rate of chemical companies entering the park? There are roughly several types of chemical companies that have not entered the park. How is the situation monitored? What effective measures will be taken in the future to promote chemical companies to move into the park?" Cong Daming, a member of the Standing Committee of the Shandong Provincial People's Congress and chairman of the Supervision and Judicial Committee, raised a series of questions on the safety supervision of chemical companies.
Regarding the reasons for the low rate of chemical companies entering the parks, Kong Qingcheng, director of the Shandong Special Chemical Project Office, analyzed that starting from 2017, Shandong has standardized industrial parks. The number of 199 parks has been identified and reduced to 85, including 10 specialized parks. Furthermore, 125 monitoring points have been identified for some major chemical projects and enterprises outside the park. "Due to the reduction in the number of parks, the admission rate has further decreased." Kong Qingcheng said.
"In 2017, our province launched a special action. At that time, the number of chemical parks publicized by various cities and regions was 7,595, and in 2018, the number of rating evaluations was 6,094. Up to the current 4,580, these chemical companies have been decreasing, mainly through environmental protection, safety and other issues. It is a problem that the park’s admission rate is low. From more than 20% to 26% at the end of last year, 1340 non-compliant companies were closed in the first half of this year, and the admission rate has now reached 34%. "Kong Qingcheng said.
So, how do you manage the companies outside the park?
"For those outside the park that do not meet the standards, it means that the rating evaluation does not meet the standards. After the rectification, the companies that do not meet the standards continue to be closed." Kong Qingcheng revealed that currently, the first batch of 1,340 companies have been closed, and the second batch of lists has been pulled out and is seeking relevant information. The opinion of the member units is 1034, and these 1034 will be closed at the end of the year. This is reducing the denominator.
According to regulations, in principle, the investment requirement for new hazardous chemicals projects is not less than 300 million yuan. This regulation keeps some chemical companies out of the chemical park. However, Kong Qingcheng introduced that there are several exceptions. One is that there are no restrictions on new construction and relocation into the park, which are listed in the national industrial policy adjustment guidance catalogue for the park. , And the encouragement category of the foreign investment industry guidance catalogue is not involved.
Prevent small businesses from becoming accident-prone areas
"Outside the chemical park, due to industrial policies or environmental protection requirements, some chemical companies have been in a state of suspension for a long time. They have not entered the park or closed down or banned them. The production equipment and equipment are seriously aging and the risks are increasing. What will happen to such companies in the future? Deal with it?" Qin Qing, an expert in the chemical industry, asked.
"Most of these companies are small and medium-sized companies, and small companies have major accidents," said Zhao Haozhi, director of the Shandong Provincial Emergency Management Department.
For some enterprises that do not have the conditions for relocation, have no hope of relocation, and the enterprise development does not conform to the industrial direction, enterprises and zombie enterprises that have to withdraw from the market gradually. Zhao Haozhi suggested that governments at all levels should study some corresponding measures to speed up the progress of these enterprises withdrawing or closing down and converting to production. The longer the time, the greater the risk.
"Even if these companies are expected to close, during this time we feel that during the process of closing, there is a high risk period before closing, so we have studied 19 safety items for some of these companies that are about to close or are planning to close. The management measures are hoped to be implemented." Zhao Haozhi said.
Kong Qingcheng also proposed to strengthen supervision of companies that meet safety and environmental protection standards and do not want to enter the park for the time being. Especially for enterprise equipment outside the park, it is guaranteed to be resolutely free from disease production and overdue service.
Hazardous chemicals professional parking lot is unsafe to stop

"This accident exposed shortcomings and weaknesses in the safety management of hazardous chemical vehicles and parking lots. We will carry out special rectification on hazardous chemical vehicles and parking lots." Wang Xiaojun, executive deputy mayor of Dongying City, said in response.
Shandong is not only a big province in chemical production, but also a big province in the production, transportation and storage of hazardous chemicals. There are 39,254 enterprises in the province for the production, operation, storage, use, transportation and waste disposal of hazardous chemicals.
"At present, the responsibility of the supervisor is not clear for the problem of hazardous chemicals parking lot. In addition, there is no corresponding specification and standard for the construction and management of parking lot. There is no standard in the country, nor in the province. Recently, the China Petroleum Federation has just issued an announcement. A standard is a group standard. In the next step, we can refer to this standard in the construction and management of parking lots." Zhao Haozhi said.
"There are 770 hazardous chemicals transportation enterprises in the province, and there are about 800 own parking lots. The requirements of the "Management Regulations" for self-owned parking lots are: there must be a fixed place, a prescribed area, and closed management. And there must be obvious signs, which are the three permit conditions. In response to these problems, it is reported that in the near future, Shandong will comprehensively carry out special rectification of specialized parking lots for hazardous chemicals. During the rectification period, it is not possible to ensure that all safety stops, study and formulate planning and construction plans for hazardous chemicals parking lots, and establish a full life cycle operation of the parking lot.
