On April 4th, the 2023 National Conference on Monitoring and Evaluation of Adverse Drug Reactions was held in Beijing. The meeting implemented the spirit of the 2023 National Conference on Drug Supervision and Administration and the Conference on Party Conduct and Clean Government Construction, summarized the monitoring and evaluation work of drugs, medical devices, and cosmetics in 2022 and the past five years, analyzed the current situation and tasks, and studied and deployed key work for 2023. Zhao Junning, a member of the Party Group and Deputy Director of the National Drug Administration, attended the meeting and delivered a speech.

Zhao Junning fully acknowledges the national monitoring and evaluation of adverse drug reactions in 2022. He pointed out that the national monitoring and evaluation system continued to strengthen the risk monitoring of medical devices for epidemic prevention and control and COVID-19 vaccine to fully serve the overall situation of epidemic prevention and control; Scientifically carry out monitoring and evaluation of medical equipment and cosmetics, and firmly adhere to the bottom line of drug safety; Continuously consolidating the "one body, two wings" pattern and solidly promoting the construction of monitoring and evaluation systems; By benchmarking international vaccine vigilance capabilities, improving institutional systems, promoting scientific research innovation, and promoting publicity and training, we can effectively enhance our monitoring and evaluation capabilities.

This year, we will conscientiously implement the "four strictest" requirements, follow the work philosophy of "emphasizing politics, strengthening supervision, ensuring safety, promoting development, and benefiting people's livelihoods", solidly promote the implementation of the drug vigilance system, continue to establish a bottom line for drug safety, effectively ensure the safety and effectiveness of medication for the people, support the high-quality development of the pharmaceutical industry, and strive to write a new chapter in Chinese style drug vigilance work.

The meeting put forward seven requirements for drug monitoring and evaluation work in 2023: firstly, to anchor goals, practice diligently, fully understand the significant significance of drug vigilance, and fully recognize the urgency of establishing a drug vigilance system; Second, be cautious and make persistent efforts to fully serve the overall situation of epidemic prevention and control, and continue to play the role of monitoring and evaluation in ensuring the safety of medical equipment for epidemic treatment and COVID-19 vaccine; The third is to plan for both the present and the long term, promote the construction of drug vigilance system capacity, and ensure the high-level safety of public medication, equipment, and makeup through efficient drug vigilance; The fourth is to govern affairs with small wisdom and govern systems with great wisdom, establish and improve regulatory systems, and comprehensively strengthen the construction of monitoring and evaluation quality management systems; The fifth is to establish a solid bottom line, prevent minor risks, effectively prevent drug safety risks, and improve the risk assessment and emergency response capabilities of medical equipment and cosmetics; Six is to constantly grasp the key, comprehensively enhance technical support capabilities, and continuously improve the level of traditional Chinese medicine vigilance, regulatory scientific research, and intelligent monitoring and evaluation; The seventh is to gather consensus and promote collaboration, strive to conduct communication, publicity, and training well, and stimulate the vitality of monitoring and evaluating social governance.

At the meeting, Shen Chuanyong, Director of the National Center for Adverse Drug Reaction Monitoring, presented a report on the 2022 National Adverse Drug Reaction Monitoring and Evaluation Work. The National Center for Adverse Drug Reaction Monitoring praised relevant medical institutions, pharmaceutical equipment and makeup enterprises, and grassroots monitoring institutions for the year 2022. Provincial monitoring institutions in Liaoning, Shandong, Henan, Hubei, Hainan, and Yunnan delivered exchange speeches.

The meeting adopts a combination of online and offline methods, with the heads of relevant departments and bureaus of the National Drug Administration, relevant heads of the National Adverse Drug Reaction Monitoring Center, and relevant personnel attending the main venue.
