On September 25, the Ministry of Commerce issued an announcement, deciding to conduct anti-dumping investigations on imports of PVC originating in the United States from now on. This investigation should normally be completed before September 25, 2021, and can be extended to March 25, 2022 under special circumstances.


According to the announcement, the Ministry of Commerce received Xinjiang Zhongtai Chemical Co., Ltd., Xinjiang Tianye (Group) Co., Ltd., Shaanxi Beiyuan Chemical Group Co., Ltd., Tianjin Dagu Chemical Co., Ltd. and Yibin Tianye Group Co., Ltd. on August 18, 2020. Yuan Group Co., Ltd. formally submitted an anti-dumping investigation application on behalf of the domestic PVC industry, and the applicant requested an anti-dumping investigation on imported PVC originating in the United States. 


1. Investigation and investigation period

Since the date of this announcement, the Ministry of Commerce has initiated an anti-dumping investigation on imported PVC originating in the United States. The dumping investigation period determined in this investigation is from January 1, 2019 to December 31, 2019. Product description: The product under investigation is pure polyvinyl chloride powder, mainly including general-purpose polyvinyl chloride resin, polyvinyl chloride resin with high polymerization degree, and cross-linked polyvinyl chloride resin.

General-purpose polyvinyl chloride resin is formed by polymerization of polyethylene monomer under the action of an initiator. The average degree of polymerization is 700-1300, the appearance is white powder, the apparent density is 0.40-0.62g/ml, the particle diameter is 100-190μm, and the plasticizer absorption (oil absorption) is 14-32g/100gpvc.


High degree of polymerization polyvinyl chloride resin refers to a resin polymerized by adding a chain extender to the vinyl chloride monomer polymerization system. The average degree of polymerization is above 1700 (K value above 77, VN above 155ml/g), also known as ultra-high molecular weight polyvinyl chloride. Its appearance is white powder, the apparent density is 0.41-0.6g/ml, the particle diameter is 120-190μm, and the plasticizer absorption is greater than 32g/100gpvc.


Crosslinked polyvinyl chloride resin is a resin polymerized by adding a crosslinking agent containing diene or polyene to the vinyl chloride monomer polymerization system. The gel content is generally below 2%, the average degree of polymerization is generally 800-4000, and its appearance is white powder.


Main application: Polyvinyl chloride is an important organic synthetic material with good physical and chemical properties. It is mainly used in building materials, packaging, electronic and electrical, furniture decoration, daily necessities, etc.


3. Introduction to the world polyoxyethylene market

Polyvinyl chloride is a global chemical product, produced in about 50 countries and regions in the world. At present, the main production areas of PVC in the world are concentrated in Asia, America and Europe.

In 2018, the global production capacity was about 59.1 million tons, the output was about 42.8 million tons, and the consumption was about 40.8 million tons.

Asia, especially China, has become a key area of global PVC consumption after the financial crisis, and most of the new capacity is concentrated in Asia.

From 2016 to 2019, the U.S. exports of polyvinyl chloride to China were 260,146.689 tons, 306,538.527 tons, 318,569.405 tons, and 296,803.541 tons. In 2017, an increase of 17.83% compared with 2016, and an increase of 3.92% in 2018 compared with 2017. A year-on-year decrease of 6.83% from 2018 and an increase of 14.09% from 2016. From 2016 to 2019, the proportion of PVC exports from the United States to China accounted for 0.15%, 39.73%, 43.27%, and 44.62% of China's total imports during the same period. The average proportion is 41.94%, indicating that U.S. polyvinyl chloride occupies a dominant position in China's import sources
