A few days ago, 16 academicians in the field of energy and power came to Rongcheng, Shandong to "check the pulse" for a major national science and technology demonstration project. This project is the world's first high-temperature gas-cooled reactor commercial demonstration project with my country's independent intellectual property rights-the Huaneng Shidao Bay high-temperature gas-cooled reactor nuclear power plant demonstration project.


After more than ten years of "sharpening the sword", the project construction entered the commissioning stage in July this year. It is planned to realize the first cold test and hot test of the reactor this year, and realize the first reactor charging, criticality and grid-connected power generation in 2021.


It can attract 16 academicians, the value of the demonstration project should not be underestimated. In the words of Shu Yinbiao, Chairman of Huaneng Group and academician of the Chinese Academy of Engineering, “This is a new benchmark for independent innovation of nuclear power technology in my country. It is a concrete practice of focusing on strategic goals, strengthening government leadership, relying on market mechanisms, highlighting corporate entities, and multi-party collaboration.”


Lu Qiang, an academician of the Chinese Academy of Sciences and an expert in automatic control and power system dynamics, believes that the Huaneng Shidao Bay Demonstration Project, as the world’s first project with the characteristics of “government, industry, university, research and application”, is important for my country to accelerate its independent innovation capacity building and lead the world’s nuclear power technology development. It is of great significance.


With the support of the National “863 Program”, the Institute of Nuclear and New Energy Technology of Tsinghua University has designed and built a 10-megawatt high-temperature gas-cooled reactor experimental reactor. In March 2004, Huaneng Group signed the "Letter of Intent for Cooperation in the Demonstration Project of High Temperature Gas-cooled Reactor Nuclear Power Plant" with China Nuclear Construction and Tsinghua University. In February 2006, the "Outline of National Medium and Long-term Science and Technology Development Plan (2006-2020)" listed the high-temperature gas-cooled reactor nuclear power plant demonstration project as a major national science and technology project.


In January 2007, Huaneng Group, China Nuclear Construction and Tsinghua University established Huaneng Shandong Shidaowan Nuclear Power Co., Ltd., responsible for the construction and operation management of the Huaneng Shidaowan High Temperature Gas-cooled Reactor Nuclear Power Plant. In December 2012, the first concrete tank of the nuclear island was poured, marking the official start of construction of the demonstration project.


This project has pushed China's advanced nuclear power technology to the world's leading level. "For the fourth-generation nuclear power technology, the United States, Germany, Japan, Russia and other countries have carried out a lot of research, but only the program research has been done. We are the first country in the world to actually build a power station with the fourth-generation nuclear power technology. In Huaneng, this project is regarded as the current "number one project". With the sincere cooperation and joint efforts of all participating units, the project construction has embarked on a path of collaborative innovation of production, study, research and application, established a new mechanism for the industrialization of high-tech achievements, and achieved many breakthroughs in the process of key technology research and project transformation. .


"Intrinsic safety" is one of the most prominent features of the demonstration project, that is, in a serious accident, including the loss of all cooling capacity, without any human or machine intervention, relying on the capabilities of the material itself can guarantee the reactor radioactivity Will not melt down, and will not leak out in large quantities.


At the same time, the demonstration project has also achieved a high degree of domestic autonomy. Zhang Tao, deputy chief engineer of China Huaneng Nuclear Power Company and Secretary of the Party Committee of Huaneng Nuclear Power Company, said that in terms of the localization of equipment manufacturing, the localization rate of demonstration projects has reached 93.4%.


There is no mature experience in the construction process of the demonstration project to learn from. With the exploration and hard work of Huaneng Group and the participating parties, the demonstration project successfully developed more than 2,200 sets of the world’s first (sets) of equipment, and overcome a number of "stuck necks". Core technologies.


Yu Junchong, an academician of the Chinese Academy of Engineering and a nuclear power expert, commented: “What Huaneng is doing is not only to overcome a high-temperature gas-cooled reactor demonstration project problem, but also to lay a good foundation for the development of nuclear reactors and nuclear power reactors.”


It is understood that by the end of 2019, my country’s nuclear power installed capacity reached 48.74 million kilowatts, ranking third in the world; the approved and under construction scale of 17.15 million kilowatts, ranking first in the world. However, the proportion of nuclear power installed capacity is only 2.4%, which is far from the world average of 5.4%. To realize my country's nuclear power catching up and even leading the world, the Shidao Bay high-temperature gas-cooled reactor demonstration project is an important task.
