Recently, some polyester enterprises and downstream textile enterprises in Hangzhou, Shaoxing, Haining and other places said they had received the notice of power rationing. At present, Zhejiang power rationing is mainly aimed at some high energy consuming enterprises such as polyester, weaving, printing and dyeing, which have certain requirements for reducing the burden. Power rationing has a great impact on the production load of downstream enterprises, and polyester enterprises also plan to continue to reduce production by 10% - 15% in the near future, that is, to expand the scale of production reduction on the basis of the original production reduction of 30%. A smart home factory said that the factory went to work after 10 p.m. The city issued Measures for orderly power utilization

The operating rate may decline further

This round of high-temperature weather is one month ahead of previous years, and the summer peak of the power grid shows the characteristics of "coming early, lasting long and increasing greatly". As for the work of ensuring power supply in summer, Xin Baoan, chairman of the State Grid, stressed that all efforts should be made to ensure power supply in summer in the second half of this year. The executive meeting of the State Council also proposed that switching off and power rationing should never be allowed.

In order to safely meet the peak in summer, there will be no "power cut-off" and other situations that seriously affect the normal production and life of the society. Since 2022, 28 provinces and cities including Liaoning, Shanghai, Inner Mongolia, Heilongjiang, Shandong, Zhejiang, Ningxia, Guangdong and Yunnan have issued orderly electricity policies to deal with the problem of power supply and demand.

Heilongjiang anda "Anda City 2022 orderly electricity use work plan"

The people's Government of Anda City issued the work plan for orderly power utilization in Anda City in 2022. According to the analysis of supply and demand situation in 2022, taking into account the factors such as power consumption growth on the user side, load characteristics, load regulation capacity and so on, and in combination with the goal of reducing the load of orderly power consumption to more than 20% of the historical maximum power load, the maximum load reduction of the orderly power consumption scheme in 2022 is arranged to be 26300 kW.

There are 299 users in Anda City who can use electricity in an orderly manner, and the load limit of orderly electricity use is 26300 kW. According to the level IV (blue warning), level III (yellow warning), level II (orange warning) and level I (red warning) of orderly power use, a four level orderly power use scheme is formulated accordingly.

The city's peak staggering plan will be launched and implemented according to A-F levels.

Liaoning Province's orderly power consumption plan in 2022

The Liaoning Provincial Department of industry and information technology issued a notice on printing and distributing the orderly power utilization plan of Liaoning Province in 2022. The plan proposes to implement orderly power consumption in the order of staggering peak first, avoiding peak second, and then limiting power. 7. August is the peak load period during the peak summer in our province. It is estimated that the maximum power load in the whole society will reach 37.5 million KW, an increase of 2.5% year-on-year. Without considering the power grid emergency reserve, the maximum power supply capacity of the reliable power supply reaches 38.6251 million KW, and the power grid emergency reserve is less than 2million kW.

It is estimated that the maximum power supply load of Liaoning power grid in 2022 will be 32.7 million KW. The early warning level of orderly power consumption in Liaoning Province is divided as follows:

Level I: red warning, especially serious, power gap of 9.81 million kW (more than 20%, considered as 30%).

Level II: orange warning, serious, power gap of 6.54 million kW (between 10-20%, considered as 20%).

Level III: yellow warning, heavy, power gap of 3.27 million kW (between 5%-10%, considered as 10%).

Level IV: blue warning, generally, the power gap is 1.635 million kW (less than 5%, considered as 5%).

Shanghai "2022 Shanghai summer electricity plan for peak seasons"

The Shanghai Municipal Commission of economic and information technology issued a notice on printing and distributing the "2022 Shanghai plan for orderly utilization of electricity in peak summer". The orderly power consumption plan in 2022 peak summer is specifically divided into four levels to deal with the power gap. The fourth level plan adopts the demand response and agreed peak avoidance methods, and the maximum load can be reduced by 1.5 million KW. The third level scheme adopts the temporary power rationing mode of the load control system, and the maximum load can be reduced by 3.7 million KW. The level II scheme mainly adopts the peak avoiding mode of commercial users, and the maximum load can be reduced by 800000 kW.

Shandong Province's plan for orderly power utilization in summer in 2022

Shandong Provincial Development and Reform Commission and Shandong Provincial Energy Bureau jointly issued the "2022 provincial plan for orderly power utilization in peak summer". The plan proposes to scientifically organize and implement the orderly use of electricity, ensure that "electricity is limited but not limited to civil use" and "electricity is limited but not switched off", and effectively ensure the reliable supply of electricity for residents' lives, public services and important users.

According to not less than 5%, 10%, 15% and 20% of the historical maximum power load of the whole network, the orderly power consumption is divided into four levels of early warning: blue, yellow, orange and red. The corresponding power supply gap sizes are 5million kW, 10million kW, 15million kW and 20million kW respectively. Among them, the blue warning is subdivided into five levels per 1million kW.

Inner Mongolia "Mengxi Power Grid orderly power consumption scheme (2022 version)" Mengdong power grid orderly power consumption scheme (2022 version) "

The Energy Bureau of Inner Mongolia Autonomous Region officially issued the "orderly power consumption scheme of West Inner Mongolia Power Grid (2022)" and "orderly power consumption scheme of East Inner Mongolia Power Grid (2022)". This revision clarifies the early warning level of orderly power use, specific measures for orderly power use, early warning release procedures and implementation procedures for orderly power use, puts forward user turn off measures and power cut-off measures, and focuses on adding demand side response measures.

The orderly power utilization plan of Mengxi power grid points out that the power load of Mengxi Power Grid (including the power transmission to North China Power Grid) is about 27million kW, excluding the normal power transmission to North China power grid of about 3million kW, the power load of Mengxi region is about 24million kW, of which the power load of large industry is about 20million kW (including the power load of priority guarantee is about 3million kW), and the power load of residents, general industry and commerce, and agriculture is about 4million kW. If the gap of the whole network is more than 20million kwh, residents, general industry and commerce, and agriculture will participate in the orderly use of electricity.

As the temperature rises and the economy recovers, the load of power grids in many places has reached a new high, and the peak of power supply is entering a critical period in summer. Domestic and foreign epidemic, macroeconomic, fuel supply, temperature, precipitation and other factors are intertwined and superimposed, which brings uncertainty to the prediction of power supply and demand situation. It is expected that during the peak summer in 2022, the national power supply and demand will be generally balanced, and some provinces in East China, central China and southern China will have tight power supply and demand during peak hours.

Recently, some enterprises have been in a state of high inventory, and the operating rate is not high. The operating rate of isobutyraldehyde, neopentyl glycol, powder coating and other industries is generally 5-70%, or even half of the production is reduced. Many enterprises in the chemical industry, such as methanol, ethylene glycol and PP, have reduced the startup rate in the name of shutdown and overhaul, exceeding the limit of 10 million tons of chemical production capacity. It is not difficult to predict that chemical plants that have not ushered in the peak season will be the first to face the pressure of power shortage or even power rise in the second half of the year. At the moment of continuous coldness on the demand side, it is tantamount to pouring a basin of cold water on the market and laying a foundation for everyone's mentality of lying flat.
