On July 17, the Ministry of Commerce issued Announcement No. 25 of 2020, making a preliminary ruling on the anti-dumping investigation of imports of n-propanol originating in the United States.
The Ministry of Commerce preliminarily ruled that there is dumping of imported n-propanol originating in the United States, the domestic n-propanol industry has suffered substantial damage, and that there is a causal relationship between dumping and material damage, and it has decided to impose a negative Implement temporary anti-dumping measures in the form of a deposit. From July 18, 2020, when importing the above-mentioned products, import operators shall provide corresponding deposits to the Customs of the People’s Republic of China on the basis of the 254.4%-267.4% dumping margin of each company determined in the ruling.
Method of collecting margin

The security deposit is calculated and levied based on the customs-approved duty-paid value. The calculation formula is:
The amount of the deposit = (customs-approved customs value × margin collection rate) × (1 + import value-added tax rate).
The Ministry of Commerce’s anti-dumping investigation on U.S. n-propanol began on July 23, 2019. At that time, the Ministry of Commerce issued an announcement stating that it decided to initiate an anti-dumping investigation on imports of n-propanol originating in the U.S. from now on. The investigation determined the dumping investigation period. From January 1, 2018 to December 31, 2018, the industrial damage investigation period is from January 1, 2015 to December 31, 2018.

Apparent consumption

Capacity
During the damage investigation period, the production capacity of similar products in the domestic industry was 120,000-150,000 tons, which remained unchanged from 2015 to 2018.
Yield
During the damage investigation period, the output of similar products in the domestic industry was 68,000-80,000 tons in 2015; 2016 increased by 23.54% compared with 2015: 2017 increased by 12.69% compared with 2016; 2018 decreased by 9.09% compared with 2017. During the same period, the overall domestic industrial production capacity remained stable.
Domestic sales
During the damage investigation period, the sales volume of similar products in the domestic industry was 5.6-6.5 tons in 2015; 2016 increased by 27.56% compared with 2015; 2017 increased by 18.02% compared with 2016; 2018 decreased by 13.24% compared with the same period in 2017.
Market share
During the damage investigation period, domestic industry similar products accounted for 40%-46% of China's domestic market share in 2015; an increase of 1.81 percentage points from 2015 in 2016; an increase of 5.72 percentage points from 2017 in 2017: a decrease in 2018 from the same period in 2017 7.04 percentage points.
