The Ministry of Commerce decided to maintain the anti-dumping measures applicable to the imports of tetrachloroethylene originating in the EU and the United States, and will continue to impose anti-dumping duties on imports of tetrachloroethylene originating in the EU and the United States from May 31, with a five-year implementation period.

In May 2014, the Ministry of Commerce began to implement anti-dumping measures against imported tetrachloroethylene originating in the European Union and the United States. In May 2019, in response to domestic industry applications, the Ministry of Commerce launched this final review review investigation.


Anti-dumping will stabilize the domestic tetrachloroethylene market


Tetrachloroethylene is an important organic chlorine product with a wide range of uses. It is mainly used in industry as an organic solvent, dry cleaning agent, desulfurization agent, fabric finishing agent, metal detergent, fat extractant, organic synthesis and heat transfer medium , Medically used as an insect repellent, and intermediates for refrigerants HCFC-123, HCFC-124, HFC-125, etc.

At present, the main domestic enterprises producing tetrachloroethylene include Luxi Chemical, Chlor-Alkali Chemical, Binhua, Shandong Haihua, Juhua, Sanyou Chemical and other companies. In China's tetrachloroethylene market, competition is a key word that cannot be ignored. At present, there is no substantial difference in quality between imported products, and between imported products and similar domestic products. Therefore, the main focus of competition is on prices.

According to the data of the investigation agency, in recent years, the domestic tetrachloroethylene industry's production capacity, output, sales volume, sales revenue, market share and other indicators have generally shown an increasing trend, but the production and operation of the enterprise has been difficult to stabilize.

At present, the European Union and the United States still have relatively large spare capacity for tetrachloroethylene, and export to the international market at low prices. The number of dumped imported products in the EU and the United States is increasing year by year, accounting for more than 98% of China's total imports. This has constituted dumping.

Dumping refers to the fact that some foreign businessmen occupy the market in order to digest their spare capacity, suppress Chinese companies, and sell products in China at a price lower than the cost.

Such behavior will certainly damage domestic industries, not only affect national taxes, but also cause unequal competition in the industry. Therefore, taxing these products and returning prices to normal levels are necessary measures to be taken.

With the introduction of anti-dumping measures, the imported PCE will lose its original price advantage. It will stabilize the price level and sales channels of the domestic tetrachloroethylene market, and re-raise the market competitiveness of domestic tetrachloroethylene products, which will help domestic enterprises to increase production and expand sales.
