Recently, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, and the Ministry of Water Resources issued the "Notice on Promoting the Entry of Industrial Projects in Key Areas along the Yellow River in the 14th Five-Year Plan and Strict Control of High Pollution, High Water and High Energy Consumption Projects" .
The notice requires that cities along the Yellow River and counties along the main stream should conduct a comprehensive review of existing industrial parks at all levels and various types. Parks that do not comply with safety, environmental protection, land use, water intake and other regulations or that have incomplete procedures should be ordered in accordance with relevant regulations. Carry out rectification.
No new industrial projects may be landed until the relevant park rectifications are in place;
The regulation of industrial parks will be fully completed by the end of October 2021, and a review file will be established for each industrial park one by one;
For the proposed industrial projects that have been filed but have not yet started, all relevant regions shall adhere to strict control, and shall guide, supervise and coordinate to help enterprises transfer project adjustments to construction in compliant industrial parks;
All proposed high-pollution, high water-consuming, and high-energy-consuming projects that have been filed but have not yet started must be re-evaluated. Only those projects that are necessary for construction and meet the requirements of the relevant industry can proceed;
Industrial projects that do not comply with industrial policies, "three lines and one single" ecological environment zoning management and control plan, planning environmental assessment, energy consumption, water consumption and other relevant requirements shall not be approved or filed;
The clean-up and specifications of the proposed industrial project will be completed by the end of December 2021.
