The capacity scale of high-energy-consuming industries will no longer be approved for new capacity projects such as polysilicon and monocrystalline silicon without downstream conversion from 2021. In response to this measure, the Polaris Solar Photovoltaic Network consulted the person in charge of the Inner Mongolia Autonomous Region's Environmental Resources Department, and the person in charge replied that the "new capacity projects such as polysilicon and monocrystalline silicon without downstream conversion" in the (draft for comments) refer to The company's final products are polycrystalline silicon and monocrystalline silicon. The person in charge did not give a clear answer as to whether this measure is applicable to photovoltaic companies that have both silicon material and silicon wafer subsidiaries.
From 2020 to the present, under the concentration of demand, the supply of silicon materials has continued to be tight, and major silicon material manufacturers have stepped up to expand silicon material production capacity. According to statistics from Polaris Solar Photovoltaic Network, since 2020, many photovoltaic companies such as Tongwei, Trina, Xinjiang Daquan, TBEA, and GCL-Poly have issued 769,000 tons of expansion plans. However, compared with the huge market demand of downstream silicon wafer companies, it is still "small and big", and the supply of silicon materials still exists in short supply.
As one of the important production bases of photovoltaic raw materials in my country, Inner Mongolia is a key area for upstream silicon material and silicon wafer enterprises. According to the statistics of Polaris Solar Photovoltaic Network, from 2020 to now, 575,000 tons of new silicon material production capacity are located in Inner Mongolia, accounting for more than 74.7% of the total. In just two months, TBEA and GCL-Poly polysilicon have expanded their production. The scale reaches 500,000 tons, with a total investment of 26 billion yuan.
This time, the Inner Mongolia Autonomous Region Development and Reform Commission issued a document restricting the approval of new production capacity projects such as polysilicon and monocrystalline silicon without downstream conversion, which will inevitably affect the subsequent expansion plans of silicon companies.
