The Department of Ecology and Environment of Hebei Province has decided to organize a 30-day special law enforcement inspection of hazardous waste pollution prevention and control throughout the province from September 1 to resolutely curb the occurrence of illegal discharge, dumping, and disposal of hazardous waste, and protect the lives and health of the people And property security.


The key areas inspected by this special action mainly include 190 development zones and 96 chemical parks (including 17 chemical parks that have withdrawn) in the province. The key enterprises are all enterprises in the acid, chemical, pharmaceutical, and pesticide industries.


In the special action, environmental law enforcement personnel will change their law enforcement concepts, grasp the characteristics of hazardous waste "process-style" law enforcement, and strictly investigate and deal with violations of laws and regulations such as unapproved prior construction, inconsistent construction, illegal production, and illegal disposal in accordance with corporate environmental assessment and pollution permit documents behavior.


In-depth investigations will be conducted on the large amount of hazardous waste generated by the enterprise, the small amount of declaration, and even non-declaration, non-transfer, or unknown destination, and severely crack down on environmental violations such as illegal transfer, illegal dumping, and unauthorized disposal of hazardous waste.


At the same time, it will also severely crack down on the establishment of hazardous waste management accounts not in accordance with relevant national regulations; filling out and operating hazardous waste transfer forms in accordance with relevant national regulations, or transferring hazardous waste without approval, and providing or entrusting hazardous waste to unlicensed Licensed units or other production operators engage in business activities and other environmental violations.


Strictly investigate and deal with violations found during inspections, and urge rectification within a time limit, and promptly transfer suspected violations to the public security department for criminal responsibility. Implement three-level linkages of province, city and county.


This special operation implements a three-level linkage of provinces, cities, and counties. The provincial level sets up a cross-enforcement group and a duty group. The duty group is responsible for commanding and dispatching the special operation. 15 remote law enforcement groups are responsible for provincial-level special law enforcement inspections; city and county organizations The solid waste and hazardous waste law enforcement team conducts comprehensive law enforcement inspections on industrial enterprises involving hazardous waste within the jurisdiction.


In order to give full play to the role of mass supervision, the Provincial Department of Ecology and Environment will provide corresponding reporting rewards in accordance with relevant regulations, with a maximum reward of 100,000 yuan for reporting illegal dumping, illegal disposal of hazardous waste and other illegal and criminal activities.
