It is strictly forbidden to construct chemical projects involving the prohibited, restricted, and eliminated categories of the National "Industrial Structure Adjustment Guidance Catalog" and the "Catalogue of Safe Production Process, Technology and Equipment for Eliminating Backward Dangerous Chemicals"


The cities, counties (cities, districts), and development zones divided into districts shall, in accordance with the requirements of the "Industrial Structure Adjustment Guidance Catalog" and the "Catalogue of Elimination of Outdated Hazardous Chemicals Safe Production Technology and Equipment", specify the chemical parks (including chemical clusters). District) prohibited and restricted chemical products, production scale, technology, equipment, etc.


Chemical projects should enter the chemical park, and it is strictly forbidden to construct projects in the chemical park that have nothing to do with the industrial development plan of the park.


It is forbidden to build new chemical projects with an investment of less than 50 million yuan in fixed assets (excluding land costs and no fixed-term investment).


The production technology used in the chemical project should be of legal, mature and reliable source. The fine chemical projects imported from outside the province and the original enterprise production process technology have major changes, as well as the first domestic use of chemical processes, should pass the safety and reliability demonstration organized by our province.


It is strictly forbidden to construct the chemical technology projects that are eliminated from other places.


New (expanded) production of phosgene, chlorine, sodium cyanide, potassium cyanide, hydrogen cyanide and other highly toxic chemicals is strictly prohibited, ammonium nitrate, guanidine nitrate, sodium chlorate, potassium chlorate and other specially controlled hazardous chemicals, involving intermittent, Semi-batch nitrification reaction construction project.


For fine chemical construction projects involving intermittent and semi-batch reactions involving key supervision of hazardous chemical processes and metal-organic synthesis reactions, the reaction safety risk assessment should be completed before the project is approved; it involves chlorination, fluorination, diazotization, and peroxide reactions Yes, the entire production process response safety risk assessment shall be completed. It is forbidden to construct projects that are determined to be process risk level 4 or higher after safety risk assessment.


The production equipment and storage facilities of chemical projects must be equipped with automated control systems, with safety instrument systems, combustible and toxic gas detection alarm systems, and video surveillance systems that meet the requirements. The upstream and downstream supporting equipment involving nitrification, chlorination, fluorination, diazotization, and peroxide process equipment must have full-process automatic control.


Before the establishment of a chemical project, the administrative department for the establishment of the project shall organize the development and reform, industry and information, ecological environment, natural resources, emergency management and other relevant departments to conduct joint review of safety risk prevention and control. The construction projects involving "two key points and one major" hazardous chemicals should be led by the administrative department at or above the municipal level with districts to organize a joint review of safety risk prevention and control.
