On March 16, the executive meeting of the Shandong provincial government deliberated and adopted the "notice on further standardizing the handling of industrial investment projects in industries with excess production capacity and high energy consumption and strengthening ex-post supervision" (hereinafter referred to as the "notice") , seven requirements have been put forward in three aspects, namely, project management, supervision after the fact and guarantee of implementation, for the industries with excess production capacity and high energy consumption such as coking, land refining, coal and electricity, so as to further standardize the handling of relevant industrial investment projects, we will strengthen supervision in the event and after the event, create a sound environment for the high-quality development of Shandong's manufacturing industry, and accelerate the transformation of old and new driving forces. The notice points out that, in particular, for projects such as the recent top-wind crimes, illegal approval of oil refining, ethylene, PX, coking, and 300,000 kilowatts or less coal-fired units, the handling of illegal acts will be strengthened, and those that have already been built and put into production will be ordered to stop production immediately, we need to take this seriously and shut it down. At the same time, all municipalities are required to immediately conduct a comprehensive check on all refinery, coking and coal and power projects within their jurisdiction. For projects that have not been approved prior to construction, have been approved in violation of regulations, or have not been approved in accordance with the approval, construction has already started, they shall be ordered to stop immediately. In terms of project management, the circular requires strict control over new construction projects. Each municipality must meet the requirements of the national and provincial industrial layout plans and the total amount control for new projects such as refining, coking and other projects, the project must be examined by the leading organization of the Shandong Development and Reform Commission. No such project shall be approved or put on the record in any name without examination. At the same time, strict implementation of capacity replacement, excess capacity and high energy-consuming industries really necessary to build new projects, Shandong Province, the Ministry of Industry and Information Technology to guide the municipalities and relevant enterprises to strictly implement capacity replacement. If a project has not been implemented, the project approval procedure shall not be completed; if it is being completed, the procedure shall be terminated; if it has already been completed, the procedure shall be cancelled according to law. In the area of supervision in the event and after the event, the notice proposed that cities should establish and improve a long-term supervision mechanism, promote "double-random and one-open" supervision, and formulate a special list of objects for administrative inspection of investment projects and an annual sampling plan, organize regular on-site inspection. We will innovate regulatory means, promote "Internet plus regulation" , and monitor the construction and production of key industries by means of satellite remote sensing, satellite infrared, and power consumption monitoring, timely detection and suppression of illegal construction and production activities. To strengthen joint supervision, relevant departments, such as development and reform, industry and informatization, natural resources, market supervision, ecological environment, emergency management, should strengthen the collection and sharing of supervision information, unified Standards in production capacity, technical standards and key equipment. We will carry out production capacity monitoring and Statistics, and establish a management system for the inventory of products, production capacity, technology and equipment of enterprises in key industries such as refining, coking, coal and power. In terms of ensuring implementation, the circular requires all municipalities to conduct interviews with and report to departments and units that are ineffective in implementing industrial policies and do not perform their supervisory duties in accordance with the law, and to hold relevant personnel seriously accountable in accordance with the law and discipline; and to hold those who engage in construction in violation of regulations, corresponding administrative penalties shall be imposed in accordance with the law, listed in the list of enterprises in breach of trust in accordance with the regulations, and joint punishments shall be imposed in accordance with the law. The Shandong provincial government will carry out a special inspection on the implementation of this circular by all municipalities, and will strictly investigate and deal with any work found to be inaccurate or ineffective.
