Yingde Lili Chemical Co., Ltd. was established on November 14, 2006, mainly engaged in the production, processing and sales of methyl ethyl ketone peroxide products. On the afternoon of March 15th, the Guangdong Provincial Emergency Management Department held a meeting on the "3.3" deflagration accident of Yingde Lili Chemical Co., Ltd. to learn lessons from the accident and study and deploy to strengthen the safety and prevention of hazardous chemicals.


The interview pointed out that the "3·3" deflagration accident was a production safety responsibility accident caused by random changes in production processes, no risk identification and assessment, and risky and unreasonable actions. It exposed the company's weak awareness of safety production red lines, risk out of control, and repeated accidents Serious problems such as the low quality of personnel also reflect that there are still gaps in the attitudes, styles, and measures of local governments on safe production. The accident occurred during the upcoming national "two sessions" and the resumption of work and production, and caused casualties, the impact was extremely bad, and the lessons were extremely profound.


On March 15, a fire broke out in the caustic scrubber in the front section of the butadiene rubber plant of the Maoming Petrochemical Chemical Division, which also caused minor injuries to two employees.

At this meeting, the Emergency Management Department put forward the following requirements for each production enterprise:


1. All companies should learn from the pain, deeply reflect on the severity of the accident, earnestly correct their attitude, and carry out investigation and remediation based on accident exposure problems.


2. Practicing the concept of "people first, life first", pay close attention to the implementation of hidden danger rectification and risk identification and control, review the applicability and completeness of the safety management system and procedures, and ensure effective implementation.


3. Efforts to reduce safety risks, increase safety investment to update process equipment, carry out a solid chemical reaction risk assessment, carry out rectification based on the assessment, and implement process safety management.


4. Strictly implement the "four prohibitions", that is, it is strictly forbidden to change the production varieties at will, to change the process technology at will, it is strictly forbidden to rush to catch up with the construction period assault production, and it is strictly forbidden to carry out the risky operation.


5. To improve the safety quality of employees, the main person in charge and actual controller of the company will teach all employees at least one safety-themed education every quarter, strictly implement the three-level training and education of employee safety in production, and resolutely resist and correct all kinds of "three violations".
