Recently, Shandong Provincial Department of Ecology and Environment issued the "Province’s "Fourteenth Five-Year Plan" and 2021 Air Quality Improvement Targets and Key Tasks", which clearly pointed out that by the end of June, unorganized emissions from industries such as coking, cement, glass, ceramics, bricks and tiles will be completed. In-depth treatment; strictly control the escape of denitrification ammonia in thermal power, cement, glass and other industries; complete 3,395 VOCs treatment upgrades in four industries: petrochemical, chemical, industrial coating, packaging and printing before the end of June, with a comprehensive removal rate of 70% and 60 respectively %, 60%, more than 60%.


In order to continuously improve the environmental air quality of the province, in accordance with national requirements and the actual conditions of Shandong Province, the study put forward the "14th Five-Year Plan" and the province's air quality improvement goals in 2021, and decomposed them into specific work measures. "14th Five-Year Plan" and 2021 air quality improvement goals


According to the latest requirements of the "14th Five-Year Plan for Ecological Environmental Protection (Draft for Comment)" of the Ministry of Ecology and Environment, during the "14th Five-Year Plan" period, the national PM2.5 concentration target is reduced by 10%, and Beijing-Tianjin-Hebei and surrounding areas are 20%. . Accordingly, the concentration of PM2.5 in this province needs to be reduced by 20% (9.2μg/m3), and the concentration of O3 needs to be reduced by 10% (17.2μg/m3). By 2021, PM2.5 needs to drop by 4% (2μg/m3) and O3 concentration needs to drop by 2% (3.5μg/m3). To complete the above 2 goals, it is expected that the ratio of good days can be increased by 2% to 71%. .


"14th Five-Year Plan" 4 structural adjustments and emission reduction measures


According to the Beijing-Tianjin-Hebei region's PM2.5 need to be reduced by 20% during the "14th Five-Year Plan" period, the province needs to take the following emission reduction measures:


(1) Industrial structure adjustment


Withdrawal of steelmaking capacity of 18.76 million tons and ironmaking capacity of 13.97 million tons. Encourage blast furnace-converter long process companies to transform into electric furnace short process companies. By 2025, more than 10% of blast furnace-converter long process companies will complete the electric furnace short process transformation. Reduce coking production capacity by 2.95 million tons.


Shut down and exit the local refining capacity of 15.2 million tons. The output of geo-refined products will be reduced by more than 8% compared with 2020.


Before the end of 2022, the cement clinker production line capacity will be 20.9 million tons and the cement mill capacity will be 100 million tons; the clinker production line of 2500 tons/day will be integrated and withdrawn more than half. Before the end of 2025, all clinker production lines with a capacity of 2500 tons/day will be integrated and exited.


Integrated and exited the production capacity of 19.4 million all-steel radial tires and 36 million semi-steel radial tires.


Clean up and integrate automobile "zombie enterprises", clean up and rectify illegal production capacity, and clear all "eliminated" process devices. Eliminate production lines of building ceramic tiles with an annual (excluding) of less than 1 million square meters per year, and sanitary ceramics production lines with an annual (excluding) of less than 200,000 pieces/year; eliminate flat glass production lines with flat-drawing technology (including grid method).


(2) Energy structure adjustment


Complete the elimination of coal-fired boilers with a capacity of 35 tons/hour and below in the province. Shut down outdated coal-fired units. Shut down and withdraw 7 million kilowatts of low-efficiency thermal power units. Improve the efficiency of coal power use. Before the end of 2025, the average coal consumption for power supply after the transformation of existing coal-fired power generating units will be less than 300 g/kWh. Promote cleaning and heating work. The province’s clean heating rate has increased to over 80%.


(3) Adjustment of transportation structure


On the basis of the complete elimination of 400,000 diesel trucks above State III and below, 13,000 medium-sized diesel trucks in State IV operation will be eliminated. All 26 railway freight dedicated lines included in the national plan have been completed and put into use.


(4) Adjustment of land use structure


Strengthen the control of construction dust. The construction site fully implements the "six measures" and installs online monitoring and video monitoring equipment. Promote green construction in an all-round way, and incorporate green construction into enterprise qualification evaluation and credit evaluation. Strengthen road dust control. Promote low-dust mechanized wet cleaning operations. By 2025, the mechanized cleaning rate of roads in built-up areas in cities will reach more than 95%, and that in counties will reach more than 90%. The average amount of dust in each city shall not be higher than 7 tons/month·km2. All muck trucks Realize airtight transportation, and the GPS installation rate reaches 100%. Standardize the dust management of industrial stockyards. The construction of wind-proof and dust-suppression facilities was fully launched, and the coverage rate of spray facilities in the storage yard reached 100%. Strengthen the control of atmospheric ammonia emissions. Explore the establishment of a standardized emission inventory of atmospheric ammonia, compile and revise atmospheric ammonia emission standards and monitoring and control technical specifications for key industries. The province’s fertilizer utilization rate has reached more than 45%, the comprehensive utilization rate of livestock and poultry manure has reached more than 92%, and the full coverage of manure treatment facilities in large-scale farms has been achieved.


Through the above measures, it is expected that the "14th Five-Year Plan" will achieve a net reduction of 121,573 tons of SO2, 339,011 tons of NOX, 76062 tons of NH3, 511454 tons of VOCs, 297147 tons of PM10 and 297,147 tons of PM2.5. The net emission reduction is 130,331 tons, respectively 31.7%, 20.4%, 10.0%, 20.3%, 27.6% and 26.7% compared with 2020. According to estimates, the PM2.5 concentration can drop by 22.0% to 35.9μg/m3 in 2025.


9 key measures to support the target in 2021


In the province, according to the reduction of PM2.5 concentration by 1μg/m3, 173,000 tons of pollutants need to be reduced, and the reduction of O3 concentration by 1μg/m3 needs to reduce 70,000 tons of pollutants, and the reduction of O3 concentration needs to reduce the VOCs and VOCs and NOX is basically included in the reduction of pollutants for PM2.5 emission reduction and is no longer calculated separately. In order to ensure the achievement of the annual air quality target, the emission of air pollutants should be reduced by 346,000 tons, and nine major measures should be taken.


(1) Reduce coal consumption by 12 million tons. First, before the end of October, low-efficiency thermal power units of no less than 2.5 million kilowatts will be shut down and withdrawn. (Led by the Provincial Development and Reform Commission) Second, by the end of October, cities with transmission channels will achieve full coverage of clean heating in rural areas, and cities with non-transmission channels will be actively promoting. The total number of renovated households is not less than 2 million, and the entire village and town need to be promoted. The production capacity of seven major industries including steel, local refining, coking, thermal power, cement, tires, and automobiles will be eliminated and integrated, and all production will be completed by the end of December, and no additional production capacity will be added at the same time. (3) Implement source substitution of VOCs. First, by the end of May, promote the source replacement of VOCs in solvent-based industrial coatings, inks and adhesives, and the use ratio will be reduced by more than 8%, 6% and 8% respectively. (4) Increase the freight volume of railways and waterways by 3 percentage points. The first is to promote the construction of 12 special railway lines. The construction of five special lines including the Weifang Port-Shugang Railway Project has made breakthroughs. The construction of four dedicated railway lines has been started; the second is to optimize the port collection and distribution system, and the proportion of railway and waterway transportation in Qingdao Port, Rizhao Port and Yantai Port will increase by 5 percentage points compared with 2020. (5) Eliminate all National III diesel trucks. The first is to eliminate diesel trucks, and 28,500 operating diesel trucks that have achieved National III and below emission standards will be cleared and broken down by the end of September. (8) Promote in-depth treatment of industrial pollution.
