Recently, the Anhui Provincial Development and Reform Commission and other five departments jointly issued a notice to carry out the application and certification of chemical parks in accordance with the "Anhui Province Chemical Park Recognition Measures". The goal of this certification is to further optimize the layout of chemical parks in Anhui Province, improve the level of intrinsic safety of the chemical industry, and promote high-quality industrial development.
According to the "Measures for the Recognition of Chemical Parks in Anhui Province", a compliant chemical park should meet 10 certification conditions:
The planned contiguous area of the park is more than 2 square kilometers (inclusive) or the built-up area is more than 1 square kilometers (inclusive); except for the professional chemical parks that need to be constructed due to major national and provincial productivity distribution projects;
The park should meet the requirements of provincial and municipal main functional zone planning, urban and rural planning, land use planning (or national land and space planning promulgated and implemented), and ecological protection red line requirements;
In principle, the park should be in the upwind direction of the annual minimum frequency wind direction in the main urban area. The boundary of the park shall have adequate space margin on the basis of meeting the safety protection distance and environmental protection distance from the main urban areas of cities at the county level and above;
There should be no safety protection targets within the scope of the park, and the distance between the production and storage devices of the enterprises in the park and the safety protection targets should meet the requirements of safety and environmental protection;
The park shall assess the overall safety risk within the time limit;
The park should have relatively independent central heating facilities, or replace the heating demand with clean energy;
The park should have centralized and unified sewage treatment facilities and a complete rain and sewage pipe network system. The effluent quality of the sewage treatment facilities in the chemical park shall meet the requirements of the environmental assessment approval, and the discharge shall be stable and up to the standard;
The collection, storage, utilization and disposal rate of hazardous waste in the park should reach 100%;
The park should be equipped with fire-fighting facilities and forces that meet the requirements of safe production;
Under the premise of satisfying the first 9 conditions, in accordance with the scoring standards for the identification of Anhui Chemical Park, the park’s planning and layout, public works, safety production, environmental protection, and economic development should be scored. The score of the certified compliant park should be 60 points and the above.
The "Recognition Measures" stipulate that the certification working group shall provide certification opinions in two categories: compliance (60 points and above) and withdrawal (60 points or less). After approval by the provincial government, the member units of the identification working group jointly announce the list of compliance and withdrawal from the park. For exiting the park, the positioning of the chemical park will be cancelled. Chemical companies that withdraw from the park shall not build new chemical projects except to upgrade the environmental protection and safety level, and encourage relocation to the compliance park.
The "Recognition Measures" clarified that the total quantity control of chemical parks is implemented. If it is necessary to establish a new chemical park due to industrial development, in accordance with the principle of “the number of parks will only decrease but not increase”, the municipal government where it is located shall reapply for recognition after replacement, and the replacement park shall cancel its position as a chemical park.

Anhui Province Chemical Industry Park Certification Measures
The first article is to implement the "Notice of the Anhui Provincial Work Safety Commission on Printing and Distributing the "Three-year Action Implementation Plan for the "1+11+N" Safety Production Special Improvement in Anhui Province"" (Wan'an [2020] No. 2) to further optimize the province's chemical industry The layout of the park will enhance the intrinsic safety level of the chemical industry, promote the high-quality development of the industry, and formulate these measures in light of the reality of Anhui.
Article 2 The chemical parks (hereinafter referred to as "parks") referred to in these Measures refer to industries led by the petrochemical and chemical industries or other related industries (coal chemicals, fine chemicals, chemical raw materials, new chemical materials, etc.) Obvious agglomeration, linkages between the upper and lower chains, close corporate connections, mature logistics systems, complete supporting projects, centralized pollution control, supporting safety facilities, resource utilization and conservation, scientific and standardized management, geographic boundaries and industrial clusters and concentrated areas with clear management entities (including Independent areas involving petrochemical and chemical industries or other related industries in areas such as high-tech zones and economic development zones).
Article 3 The identification referred to in these Measures refers to the identification work of the Provincial Development and Reform Commission, the Provincial Department of Economics and Information Technology, the Provincial Department of Natural Resources, the Provincial Department of Ecology and Environment, and the Provincial Department of Emergency Management in accordance with the requirements of Wan'an [2020] No. 2 Group, according to the responsibilities of the department to jointly do a good job in the identification of the chemical park. The identification work only determines whether the relevant park has the conditions for agglomeration and development of the chemical industry, and does not change the existing management ownership of the park.
Article 4 The safety protection goals mentioned in these Measures refer to the 3 types of places specified in the "Risk Standards for Hazardous Chemical Production Installations and Storage Facilities" (GB 36894-2018).
