On June 27th, the European Union approved the establishment of the Anti Drug Agency to address the health and safety challenges posed by illegal drugs.
According to a statement released by the European Council, on the same day, the Council approved the establishment of the European Narcotics Control Agency, replacing the European Drug and Addiction Control Center (EMCDDA) headquartered in Lisbon, Portugal.
The announcement states that the headquarters of the EU Narcotics Control Agency will still be located in Lisbon, with the main functions of collecting, monitoring, analyzing and disseminating data, preparing for early warning and risk assessment, providing practical action suggestions, enhancing prediction and response capabilities, and thus playing a key role in addressing the health and safety challenges caused by illegal drugs.
In addition, the EU Narcotics Control Agency will strengthen external cooperation, including actively cooperating with international organizations and allowing third countries to participate in the work of the EU Narcotics Control Agency.
The announcement quoted Swedish Justice Minister Stromer, a representative of the EU presidency, as saying that illegal drugs and trafficking pose a huge threat to society, often being one of the root causes of organized violent crime and also involving national and international security. The EU hopes to better address these challenges by establishing a drug control agency.
According to data, in 1993, the European Monitoring Center for Drugs and Drug Addiction was established in Lisbon with the aim of providing factual and comparative information on drugs, drug addiction, and their consequences to the European Union and member states, guiding them in formulating anti drug policies and measures. After the EU Council passed the relevant bill on June 27th, the EU Narcotics Control Agency is expected to be officially established one year later.
