This manual is one of the important achievements of expert guidance services in key counties of hazardous chemicals. It not only stipulates the basic requirements of expert guidance services, working methods, working procedures for enterprise guidance and government guidance, and safety inspection content, but also provides chemical and hazardous chemicals Reference recommendations for expert judgment of major production safety accident hazard judgment standards for product production and business units, as well as basic professional checklists for safety, design and general drawings, process, equipment, electrical instruments, emergency and fire protection, special control of key hazardous chemicals, etc. Contents and basis for compilation, as well as special checklists for key industries such as nitrification, phosgene, organic silicon, polysilicon, fluorine chemical, new coal chemical industry, and coking.
It is understood that since January 2019, the State Council Security Committee has organized five rounds of expert guidance services for 53 key hazardous chemical counties across the country. The expert guidance service has fully played the role of the “propaganda team” for safety production guidelines and policies, the “teaching team” for hazardous chemical safety knowledge, the “demonstration team” for government guidance services, the “guard team” for people’s life and safety, and the “promotion team” for key tasks. It has effectively promoted the emergency management departments and industry enterprises in all relevant regions to further transform the concept of safe production, enhance the awareness of safety risk prevention and control, and improve the level of safe production management, which has been generally welcomed by all regions and grassroots enterprises.
In order to further improve the normalization mechanism of expert guidance service in key counties, promote the orderly development of expert guidance service work in key counties at all levels, standardize the guidance service process, and achieve precise guidance and assistance, this manual is specially formulated. Emergency management departments at all levels can organize experts to conduct centralized guidance services in accordance with this manual to carry out safety risk inspections and key work implementation assessments; hazardous chemical companies in key counties can also carry out safety risk self-examinations based on this manual.
It is important to point out that the contents listed in this manual are only the minimum requirements for the investigation of hidden dangers of safety risks. The enterprise specifies the direction and method for the implementation of key tasks and the investigation of hidden dangers. Emergency management departments and enterprises at all levels should also adjust and refine the assessment and inspection contents in accordance with the local safety supervision and actual production conditions of the enterprise.
