On July 30,2019, Japan's polyvinyl alcohol filed a complaint, and the European Commission issued a filing notice to establish an anti dumping investigation against China. In accordance with the EU's new anti-dumping and countervailing basic regulation no. 2321 of 2017, the anti-dumping case response procedure is more complicated than before and the outcome is uncertain, requiring enterprises, trade associations, lawyers and clients to work together, careful planning of all stages of the response work.
