On March 9, the European Commission decided not to Impose Provisional Anti Dumping Measures on PVA products from China, Sinopec said in a statement. It was the first successful anti-dumping case against chemical products won by Sinopec since the new EU regulation was enacted in 2017. On July 30,2019, Japan's polyvinyl alcohol filed a complaint, and the European Commission issued a filing notice to establish an anti dumping investigation against China. In accordance with the EU's new anti-dumping and countervailing basic regulation no. 2321 of 2017, the anti-dumping case response procedure is more complicated than before and the outcome is uncertain, requiring enterprises, trade associations, lawyers and clients to work together, careful planning of all stages of the response work. The anti-dumping response is in Sinopec's overall arrangements, 4 directly under the cooperation of the results of the response. Chemical Sales Huazhong Branch, under the guidance of the headquarters production and operation department and Chemical Sales Co. , Ltd. , has taken the lead in setting up an anti-dumping joint response team for three enterprises, namely Chuanwei Chemical, Shanghai Petrochemical and Ningxia Nenghua, it took 8 months to do a good job in anti-dumping preparation, response and coordination of all work, in order to lay a solid foundation for anti-dumping victory. The European market accounts for nearly 50% of SINOPEC'S PVA export market share. The success or failure of EU anti-dumping cases will have a far-reaching impact on Sinopec's PVA export in the future. As the main export enterprise of PVA, Huazhong Branch set up the anti-dumping working group before filing the case according to the requirement of Chemical Sales Co. , Ltd. . The first victory of Pva anti-dumping, for Sinopec and even domestic enterprises to deal with more complex anti-dumping cases in the future accumulated valuable experience, for domestic PVA export broader overseas market played a positive role.
