In order to promote and standardize the development of TCM health care services and protect people's health, the National Administration of Traditional Chinese Medicine recently issued the Specification for TCM Health Care Services (Trial), which regulates the content of TCM health care services and the personnel who provide TCM health care services.
According to regulations, institutions and their personnel providing traditional Chinese medicine health care services are not allowed to engage in diagnostic and treatment activities, including the use of acupuncture, scar moxibustion, foaming moxibustion, traction, pulling, minimally invasive techniques of traditional Chinese medicine, traditional Chinese medicine enema, and other traumatic, invasive, or dangerous technical methods; Provide medication prescriptions; Oral administration of traditional Chinese medicine slices to service recipients that do not meet the requirements of the "List of Items that are Both Food and Medicine" and the "List of Items that can be Used for Health Food"; Carry out medical qigong activities; Other diagnostic and treatment activities as stipulated by the national department in charge of traditional Chinese medicine.
The standard refers to traditional Chinese medicine health care services, which are non medical activities that use traditional Chinese medicine technology and methods under the guidance of traditional Chinese medicine theory to maintain physical and mental health, improve physical fitness, prevent diseases, and enhance health.
Standardized and clear, the content of traditional Chinese medicine health care services mainly includes traditional Chinese medicine health consultation guidance, health intervention and regulation, health education, etc., such as providing traditional Chinese medicine health consultation services to service objects, developing personalized traditional Chinese medicine health intervention and regulation plans, providing standardized traditional Chinese medicine characteristic health intervention and regulation services, introducing the basic concepts and commonly used methods of traditional Chinese medicine health care to service objects, as well as knowledge of traditional Chinese medicine health care for common diseases.
The regulations state that personnel providing traditional Chinese medicine health care services should have a professional background in traditional Chinese medicine, or have received professional training in traditional Chinese medicine health care and possess relevant knowledge and skills. They should master the technical operation standards and procedures, technical risk prevention and control methods, basic first aid knowledge and skills related to traditional Chinese medicine health care services, comply with health and traditional Chinese medicine related laws and regulations, and abide by professional ethics.
During the infectious period of Class A, Class B, and Class C infectious diseases, the onset period of mental illness, and personnel with unsuitable or incompetent physical health conditions are not allowed to provide traditional Chinese medicine health care services.
The reporter learned that this regulation is applicable to non medical institutions registered with market regulatory authorities with a business scope of traditional Chinese medicine health care services (non medical) and providing traditional Chinese medicine health care services.
