On July 6, the Secretariat of the State Council’s Medical Reform Leading Group and the National Health Commission held a press conference in Sanming, Fujian to introduce the experience of Sanming’s medical reform. According to the National Health Commission, the average income of physicians in 22 county-level and above hospitals in Sanming City has increased from 56,500 yuan in 2011 to 169,300 yuan in 2020 since the medical reform in Sanming, Fujian for more than nine years. After exploring the reform of the medical insurance payment method since 2017, although the reimbursement ratio has increased year by year, the cumulative balance of the medical insurance fund has exceeded 2 billion yuan. Under the premise that the per capita medical expenses are about half of the national average, the average life expectancy of Sanming city is 79.82 years, which is 2.52 years higher than the national average.
The State Council’s Medical Reform Leading Group has recently taken Sanming City as a base for the promotion of the national medical reform experience and actively carried out medical reform training. All provinces have formulated specific plans based on actual conditions, drawing lessons from Sanming’s experience and intensifying reforms in key links. The National Health Commission stated that the systems of hierarchical diagnosis and treatment, modern hospital management, universal medical insurance, drug supply guarantee, and comprehensive supervision have been continuously improved, and the basic medical and health system framework with Chinese characteristics serving all the people has basically been established.
